The Control Panel>System>Device Manager and verify that the driver for the V5600 updated to 8.643, uninstall the X1900XT and reboot the system. When I install the driver and Catalyst Control Center for the V5600 (FirePro driver v8.643) it installs fine but disables the X1900XT. I have an ATI FireGL V5600 and an ATI X1900XT installed in the same system both supporting their own 22" HP LCD's. I beta'd Windows 7 and ran RC1 and never had this problem. There is a very large problem with the final release of Windows 7 from RC1 and the betas.
